で「東京の警察によると、その女性は顔と下半身にやけどを負ったようである。券売機の近くにある店舗の従業員は、風船が破裂するような音が聞こえたと語った。『近くの女性が泣いていました。こんなことが起こるなんて信じられません。』とその従業員の女性は語った。」という意味になります。

The woman appears to do ～ で「その女性は～したと思われる」です。
(to) have sustained burns で「やけどを負ったと」です。
to her face and lower body, で「顔と下半身に」です。
sustain は「（損害等を）～を負う」という意味になります。
例：sustain a heavy loss「多大な損害を被る」
according to Tokyo police.「東京の警察によると」

An employee at a store で「ある店の従業員」です。
located close to the ticket machine で「その券売機の近くに位置する（店）」です。
said (that) ～「～だと言った、～だと語った」
(that) she heard a sound as if a balloon has popped. で「彼女には音が聞こえたと、まるで風船が破裂するような（音が）」です。
she は前述の an employee を指しています。

“A woman nearby was crying. で「近くにいた一人の女性が泣いていた」
I can’t believe (that) something like this happened,”「私は信じられない、こんなことが起こるなんて」です。
something like this で「このようなこと」です。
something like that「あんなこと」など、会話で非常によく出てくるフレーズですね。
she said.「～と彼女は語った」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
