Patented technologies in the 25 designated areas が主語になって「特許技術たち、その25の指定された分野内の」です。
Patented technologies で「特許を取得された技術たち」です。
patent [パ]テントゥで「特許権を与える」という意味の動詞。patented なので「特許を与えられた」という意味の形容詞です。
in the 25 designated areas で「その25の指定分野の」です。
designated ディズィグ[ネ]イティドゥで「指定された」という意味の形容詞。
例：designated as a threatened species「絶滅危惧種に指定された」
will also cover ～ で「～もカバーすることになる」です。
つまり「～も含まれる」ということです。
items such as ～ で「～などの品目も」です。
どんな品目かというと、
