で「車を運転していた17歳の少年が、木曜の午前中にナンテールで、検問中に警官に射殺された。地元検察によると、その警官はその後、まだ現在進行中のその事件の捜査中に、過失致死の疑いで身柄を拘留された。」という意味になります。

A 17-year-old driver was shot and killed by ～ で「17歳のドライバーが、～によって撃たれて殺された」です。
A 17-year-old driver のドライバーは職業的な運転手ではなくて「運転中の17歳」といった意味合いです。
by a police officer で「警官によって」
during a traffic check で「検問中に」
in Nanterre「（フランスの）ナンテールで」
on Tuesday morning.「火曜日の午前に」です。
語法問題でよく登場するネタですが、通常 in the morning と in が使われますが、今回のように「特定の日」の morning の場合は on が使われます。

The officer was subsequently detained で「その警官はのちに拘留された」
the officer は先ほどの射殺してしまった「警官」のことを指しています。
subsequently [サ]ブセクェントゥリィは「のちに、後になって」という意味の副詞です。
later とか、after that などと言い換えられます。
detain ディテインは「～を拘留する、留置する」です。
on suspicion of manslaughter で「過失致死の疑いで」です。
on suspicion of ～ で「～の疑いで、～の嫌疑で」という意味のコロケーションです。
manslaughter は「故殺」です。殺すつもりはなかったのに結果的に人を殺してしまうことです。
対して murder は「謀殺、意図的な殺人」です。

amid an ongoing investigation で「今継続中の捜査の最中に」です。
amid ～ は「～のまっ最中に」という意味の前置詞。
ongoing は「今行われている、進行中の」という意味の形容詞。
investigation into the incident で「その事件についての捜査」

according to the local prosecutor’s office. で「地元の検察当局によると」です。
prosecutor は「検察、検事」です。
動詞形は prosecute ～ で「～を起訴する、告訴する」です。
