で「その円の急落は、日銀が来週の２日間行われる政策委員会で長短金利操作プログラムを維持する予定だというメディア報告の後に起こった。今回はいつもと違って市場の期待を裏切る形で。」という意味になります。

The yen’s sharp decline で「その円の急落」です。
sharp decline で「急落、急激な減少」です。
sharp には「くっきりとした、はっきりした」という意味以外にも「（カーブ・坂道などが）急な」という意味もあります。
came after ～ で「～の後にきた」です。つまり「～後というタイミングに起こった」という意味です。
ニュース記事などでよく登場する言い回しですね。
(after) media reports that ～ で「～というメディアの報告（の後）」です。
media reports は「（新聞テレビなどメディアによる）ニュースレポート」です。
ここでの that は同格のthat で「～という」という意味です。
どんなレポートだったかというと、
(that) the Bank of Japan will maintain its yield curve control program で「日本銀行はその長短金利操作プログラムを維持することになる（という）」
the Bank of Japan は「日本銀行、日銀」です。the BOJ と略されることも多いですね。
its yield curve control program で「日銀の長短金利操作プログラム」です。
its は「日銀」を指しています。
yield curve は「利回り曲線」という意味の金融用語。
yield curve control で「長短金利操作」となります。
at a two-day policy meeting で「2日間の政策委員会で」です。
next week,「来週の」

, shooting down market expectations for a change this time. は分詞構文です。
shoot down ～ で「～を射落とす」という意味から「（提案など）～を拒絶する、否決する」という意味です。
shoot down market expectations なので「市場の期待を裏切る」という意味合いです。
for a change は「いつもと違って、気分転換に、趣向を変えて、珍しく」といった意味の言い回しです。
for a change this time で「今回は、いつもと違って」
