Italy may be hard at work ～ing で「イタリアは～することに一生懸命かもしれない」です。
be hard at work ～ing で「～することに没頭している、熱心に～している」という意味の言い回しです。
, like other Western countries, が挿入されて「他の西洋諸国と同様に」です。
ここでの like ～ は「～みたいに、～と同じように」という意味の前置詞的用法です。
何することに一生懸命かというと、
de-risking its links to China. で「中国との関係を、デリスクすることに」です。
de-risk ディ[リ]スクは「～のリスクを減らす、低減する、回避する」という意味の動詞です。
its links to China で「（イタリアの）中国との繋がり」です。
中国は、一帯一路（Belt and Road Initiative）政策でヨーロッパ諸国と繋がりを強めてきましたが、
近年、ヨーロッパ諸国にとってそれが地政学的にリスクになりつつあるということですね。

But ～「しかし～」

relations with China are ～ で「中国との関係は～」です。
relations と複数形なのは、国同士の関係にはさまざまな側面があるからというニュアンスです。

as ～ as ever は「今までと同様に～だ」という意味のコロケーションです。
enthusiastically friendly で「熱狂的にフレンドリー」です。
どちらも -ly がついていて副詞のように見えますが、ここでは friendly は形容詞です。

And ～「そして～」
that is because of ～ で「それは～が理由である」
a Jesuit priest で「イエズス会の修道士」です。
Jesuit [ジェ]ジュィトゥで「イエズス会の」という意味の形容詞です。
日本では1549年に来日したフランシスコ・ザビエルでおなじみですね。
その修道士は、
who lived more than 400 years ago. で「400年以上も前に生きた（修道士）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
