アメリカ合衆国の建国の父の一人と呼ばれ、政治家・外交官・著述家であった、ベンジャミン・フランクリンの言葉です。

We are more thoroughly an enlightened people, with respect to our political interests, than perhaps any other under heaven. Every man among us reads, and is so easy in his circumstances as to have leisure for conversations of improvement and for acquiring information.

で「政治的関心事に関して、我々アメリカ人は、世界のどのような他地域よりもおそらく、より十分に進んだ国民である。我々の内の誰もが文字を読むことができ、改善のための話し合いや、情報を得るための余暇を持てるほどに暮らし向きも良い。」という意味になります。

We are more thoroughly an enlightened people, で「私たちは、より十分に、見識のある国民である」です。
thoroughly [ソ]ーロウリは「十分に、全面的に、完全に」という意味の副詞。
an enlightened people で「文明が進んだ国民」という意味です。
a people で「（ある国の）国民」という意味です。
enlightened はここでは「文明の進んだ、開けた、意識の高い」という意味合い。
, with respect to our political interests, は挿入的に「政治的な関心事に関しては」という意味です。
with respect to ～ で「～に関しては」です。
in regard to ～ などとも言えます。
than perhaps any other under heaven. で「たぶん、他のどこよりも（十分に）」です。
under heaven は名詞で「天下」、つまり「世界の場所・地域」という意味合い。

Every man among us で「私たちの中の誰もが」
reads で「読む、読める」です。every ～ なので単数形になります。
and is ～「そしてその誰もが～」
so easy in his circumstances で「（～なくらいに）とても暮らし向きが良い」となります。
in easy circumstances で「何不自由ない暮らしで、安楽に暮らして」という意味の言い回し。
so ～ as to do … で「…するくらい～である、～過ぎて…できるくらいだ」という意味の構文。
so ～ that … の構文と意味は同じですね。

何できるほど暮らし向きが良いのかというと、
(as to) have leisure for ～ で「～のための余暇を持てるほどに」です。
leisure [リ]ージャーで「余暇、暇、余裕、レジャー」
何のための余暇かというと、
(for) conversations of improvement で「改善についての話し合い（のための）」です。
and for ～ で「また～のための」
(for) acquiring information. で「情報を手に入れる（ための）」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
