JOHN F. KENNEDY の就任演説（1961年）です。

で「私たちは、彼らが常に私たちの見解を支持してくれるとは期待することはありません。しかし、彼らが彼ら自身の自由を力強く支持してくれることは、いつも願っています。そして、過去において、虎の背に乗って権力を得ようと愚かにも企てた者たちは、結局その虎に呑み込まれてしまったのだ、ということを忘れないでほしいのです。」という意味になります。

We shall not always expect to ～ で「私たちは常に～することを期待することはない」です。
shall not は will not よりも堅く、演説・宣言っぽい響きで「～することはない、しない方針だ、しないものとする」という感じ。
契約書などでもよく使われますね。
(expect to) find them supporting our view. で「彼らが我々の考え方を支持してくれるのを見つける」です。
them は前回の登場した、新しく自由主義陣営に仲間入りした国々を指しています。
find ～ …ing で「～が…しているのを見つける、…しているところを（偶然）見る、…していると分かる」です。
ふたを開けてみるとそういう状態だった、結果としてそうだった、という意味合いですね。
But ～「しかし～」
we shall always hope to ～「我々は常に～することを望む」です。
to find them strongly supporting their own freedom で「彼らが彼ら自身の自由を強く支持しているのを見つける（のを望む）」
and ～「また～」
to remember that,「～ということを覚えておき（たい）」です。
(hope) to remember ～ と繋がっています。
, in the past,「過去において」
(that) those who foolishly sought power by riding the back of the tiger で「愚かにも虎の背に乗って権力を追い求めた者たちは～」です。
those who ～ で「～するものたち」
seek power で「権力を得ようとする」という意味のコロケーションです。
ended up inside.「結局は虎の腹の中に入ってしまうことになった（ということを）」です。
つまり「虎に食われた」 ですね。
それではまず文節に分けて日本語に訳し内容を理解して下さい。

彼らが～しているのを見るのを
