で「わが国の南に位置する姉妹共和国の皆さんに、私たちは特別な約束をします。すなわち、進歩のための新たな同盟のもとで、私たちの立派な言葉を実際の行動へと変え、自由な人々と自由な政府が貧困の鎖を断ち切るのを支援する、という約束です。しかし、この希望に満ちた平和的革命が、敵対勢力の餌食となることを許してはなりません。」という意味になります。

To our sister republics で「我々の姉妹共和国の皆さんに対して」です。
republic は「共和国」
south of our border, で「我が国境の南の（共和国）」です。
south of our border はメキシコ国境ですので、our sister republics はメキシコやラテンアメリカ諸国を指しています。
we offer a special pledge:「我々は特別な約束をします」です。
コロン（:）で、「それはつまり～、その約束とは～」
to convert our good words into good deeds, で「我々の善い言葉を善い行いに変えること」です。
in a new alliance for progress,「進歩を目指す新たな協力体制において」
また、
to assist free men and free governments で「自由な人民と自由な政府を助けること」
in casting off the chains of poverty.「貧困の鎖を振り払うことにおいて」です。
assist ～ in …ing で「～が…するのを支援する」という意味のコロケーションです。
free men は「自由な人民」です。自由主義・民主主義国の民ということですね。
cast off ～ で「～を振り払う、捨て去る、脱却する」です。
But ～「しかし～」
this peaceful revolution of hope「希望に満ちたこの平和な革命」です。
cannot become ～「～になってはならない」です。
cannot はここでは強い決意・必要性を表し「そうさせるわけにはいかない」という意味合いです。
the prey of hostile powers.「敵意ある勢力の餌食」です。
prey プレイは「餌食」です。
hostile で「敵意のある、敵対的な、非友好的な」という意味の形容詞。
power は「権力、勢力、大国」です。
当時敵対していた共産主義勢力を指しています。
それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々の姉妹共和国のみなさんへ

国境の南の
we offer a special pledge:
我々は特別な約束をします
to convert our good words
（それは）善意の言葉を～に変えること
into good deeds,
善い行いに
