で「そして、もし協力の足がかりを築くことで、疑念という密林を押し戻すことができるのなら、双方が力を合わせて新たな試みに取り組もうではありませんか。それは、新たな力の均衡をつくることではなく、新たな法の支配する世界を築くことです。そこでは、強者は公正であり、弱者は安全を保障され、平和が守られるのです。」という意味になります。

And, ～「そして～」
if ～「もし～」
a beachhead of cooperation「協力関係の足がかりが」
may push back the jungle of suspicion,「疑念のジャングルを押し戻せるのなら」です。
beachhead は「海岸堡、橋頭堡」という意味です。
もとは軍事用語で、上陸作戦の際に海岸に設置する小さな拠点を意味して、他の分野でも「新しい市場や地域に進出するための拠点（足がかり）」という意味で使われるようになりました。
the jungle of suspicion で「不信のジャングル」です。
つまり、海岸上陸→拠点設置→そこからジャングルに攻め込んでいくイメージですね。
もしそうならば（if ～）、
let both sides ～「両陣営に～させようではないか」
join in creating a new endeavor 「新たな試みを作ることに参加（させよう）」です。
join in ～ing で「～することに加わる、参加する」
endeavor で「（決然とした）努力、企て、試み」です。
— not a new balance of power,「（それは）新しい力の均衡ではなく、」
but a new world of law –「法に基づく新しい世界」です。
where ～「そこでは～」
直前の a new world of law を受けた関係副詞です。
the strong are just,「強き者たちは公正であり」
just はここでは形容詞で「公正な、正しい」という意味。
, and the weak secure,「そして弱き者たちは安心していられ」
, and the peace preserved.「そしてその平和は保たれている。」です。
the weak (are) secure
the peace (is) preserved と、動詞が省略されています。
それではまず文節に分けて日本語に訳し内容を理解して下さい。

～を押し戻せるのなら
the jungle of suspicion,
不信の密林を
let both sides
双方が～しようではないか
join in creating
力を合わせて～を創り出そう
