Americans は「アメリカ人たち」です。ここでは「アメリカ全体が」という意味合い。
commemorate ~ コメモレイトゥで「~を記念する、記憶にとどめる、追悼する」という意味の動詞。
anniversary は「記念日、記念祭」です。
9/11 は2001年に起きた「9/11アメリカ同時多発テロ」のことです。
日付として普通に読むなら September eleventh ですが、テロ事件を指す場合は nine eleven と読みます。
分詞構文でつなげて、
, remembering ~「~を思い出しつつ」
the shock,「そのショック(衝撃)を」
the dead「死者たちを」
and ~「そして~」
the sweeping consequences of the al-Qaida attacks「アルカイダの攻撃の広範囲にわたる影響を」です。
sweeping consequences で「広範な影響」です。
sweeping は「(影響などが)広範囲な、全面的な」です。
動詞形は sweep で「ほうきなどで掃く、一掃する」です。
そこにハリケーンが全てをなぎ倒していく(一掃する)イメージが加わります。
例:sweeping reform「全面的な改革」
consequence は「(当然導かれる)帰結、影響」です。
ここでは、さまざまな方面への影響ということで複数形になっています。
(attacks) on symbols of U.S. might and prosperity. で「アメリカの力と繁栄の象徴への(攻撃)」です。
might はここでは名詞で「力」です。
力と繁栄の象徴とは、アメリカ国防総省ペンタゴンや世界貿易センタービルなどを指しています。

Friday’s milestone anniversary「金曜日の節目となる記念日は」
milestone は「マイルストーン、一里塚」という意味の名詞。ここでは「節目」という意味です。
will bring memorial rituals「さまざまな追悼行事をもたらすことになる」です。
bring は「~をもたらす」ですが、ここでは「(行事などを)行う予定である」という意味。
例:The new year will bring many changes.「新年には多くの変化が起こるだろう。」
memorial rituals を具体的に挙げて、
— wreath-laying,「献花」
flag-flying,「国旗掲揚」
moments of silence,「黙祷」
vigils「追悼集会」
and readings of victims’ names —「犠牲者たちの名前の読み上げ」です。
wreath はリースと読んで「花輪、花冠」です。
laying は「寝かせること、(水平に)置くこと」
flag-flying で「旗を揚げること」です。fly はここでは「飛ぶ」ではなく「(旗などが)はためく」という意味です。
vigil は「寝ずの番」という意味から「通夜、追悼集会」です。

in tribute to ~ で「~に敬意を表して、~にちなんで」という意味の言い回し。
