で「今の政治家の言うことを聞いてみてください。総合12項目計画のことなどを。あれを聞いも誰も動きませんよ。なぜなら”リーダー”と”導く者”がいて（、それらは違うものだからです）。」という意味になります。

politicians now で「今の政治家たち」です。
with their comprehensive 12-point plans は何のことか調べてもわからなかったのですが、このスピーチがあった当時に選挙キャンペーンのようなものでしょうか。
comprehensive は「総合的な、包括的な」です。
12-point plans は「12項目から成る計画」です。

They’re not inspiring anybody. で「それらは誰もインスパイアしない」です。
inspire インスパイアは「人を刺激して動かす、動機を与える、ひらめきを与える」です。

Because there are leaders and there are those who lead. で「なぜなら、リーダーがいて、導く者がいる。（そしてそれらは違うものだから）」です。
leader と those who lead を対比させています。
次の文で出てきますが、
leader は「指導的な立場にいる人」のこと、
those who lead は「皆を動かす人」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
