the richest people of all time で「史上最高の大金持ちの人々」です。
all time は「今までで、史上で」という意味でよく使われる表現です。
例：greatest film of all time「史上最高の映画」、worst disaster of all time「史上最悪の災害」

is based on hours of interviews で「何時間ものインタビューに基づいている」です。
interview は「インタビュー、会見」という意味もありますが、「面接、面談、会談、尋問」という意味もあります。
例：job interview「採用面接」
hours of ～ で「何時間もの～」という意味です。
例：hours of discussion「何時間もの議論」
強調して、hours and hours of ～ という言い方もあります。
