で「出雲大社がウェブサイトに公式なポケモンGO禁止令を掲示した。その掲示には、周辺の敷地も同様に神社内ではゲームをプレイすることは禁止であると述べられている。」という意味になります。

posted an official Pokemon Go ban で「正式なポケモンGO禁止令を掲示した」という意味になります。
post は「（手紙などを）郵送する、投函する」という意味もありますが、この場合は「掲示する、壁に貼りだす、ポスターを貼る」という意味です。
例：post a notice「告知を貼る」
ban は名詞では「禁止、禁止令」という意味です。動詞では「禁止する」という意味になります。

stating 以降は分詞構文で「（それには）～と宣言して」という意味です。
何と宣言されていたかというと、
it was prohibited to play the game inside the shrine で「神社内でゲームをプレイすることは禁止されている」となります。
prohibit プロウヒビットゥは「禁止する」という意味の動詞です。ban とほぼ同じ意味です。
例：prohibited by law「法律で禁止されている」、prohibited goods「禁制品」

as well as on its surroundings grounds で「神社の周囲の敷地も同様に」という意味です。
as well as ～ は「～も同様に」という意味ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
