で「この調査によると、46.9%の回答者が、ストレスに直面した時に他の人に助けを求めることに抵抗を感じると回答し、23.6%が自殺を考えたことがあると回答している。」という意味になります。

In the survey で「その調査の中で」です。

46.9 percent of the respondents said ～ で「回答者の46.9%が～と言った」です。
respondent で「アンケートなどの回答者、応答者」という意味になります。

何と言ったかというと、
they hesitate to seek help from others when they are confronted with stress で「彼らは助けを求めることをためらう、ストレスに直面したときに」です。
hesitate to ～ で「～することをためらう、～することに抵抗を感じる」です。
例：hesitate to speak「話すことを躊躇する」
seek help from others で「他人に助けを求める」という意味の言い回しです。
seek help で「助けを求める」という意味の慣用句です。
seek は「探す」という意味以外にも、「求める、見つけようとする、得ようとする」という意味がある動詞です。
when they are confronted with stress で「彼らがストレスに直面したとき」です。
be confronted with ～ で「～に直面している」という意味の言い回しです。
例：confronted with a dire situation 「悲惨な状況に直面している」

23.6 percent said they have contemplated suicide で「23.6%が自殺を考えたことがあると言っている」です。
contemplate は「熟考する、～を検討する」という意味の動詞です。
例：contemplate the purchase of a new car「新車を買うことを検討する」
じっくりと考える、というイメージです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
