apparent suicide で「自殺とみられている事件」です。
apparent は「見たところ、どうやら～らしい」という意味です。

an Indian man held at the East Japan Immigration Control Center で「東日本入国管理センターに拘留されていたインド男性」です。
immigration は「移民の入国」です。
immigrant で「移民、国に入ってくる人」です。
逆に、emigrant は「国から出ていく人」です。
日本語では、どちらも「移民」となりますね。

has prompted dozens of detainees at the facility to stage a hunger strike in protest で「（それがきっかけで）施設の抑留者数十人が抗議のためにハンストを行った」となります。
prompt は「～を引き起こす、～を促す」という意味の動詞です。
例：prompt someone to decision「決心させる」
detainee で「拘留者、抑留者」となります。
動詞形は detain ディテイン「引き留める、拘束する、拘留する」です。
何をするきっかけを作った（prompt）のかというと、
to stage a hunger strike in protest で「抗議のためにハンガーストライキを行う」です。
stage はこの場合「～を開催する」という意味です。
例：stage a large event「大きなイベントを開催する」
