で「マーケットから土地を切り離すことで保護することは基本的なことと言っていいでしょう。自分が住む場所を楽しみながら、同時に自分の周りの動植物を保護できるはずです。」という意味になります。

トム・ハンクスが環境保護について話した内容のようです。

There is something basic about ～ で「～は当たり前だと言っていいのでは」といった意味の言い回しです。
There is something ～ about … で「…にはどこか～なところがある」という意味になります。
断定を避ける（曖昧にぼやかしたい）時によく使われる言い回しですね。
例：There is something different about you today.「あなた、今日はなんとなくいつもと違うね。」

protecting land by taking it off the market で「市場と切り離して土地を守ること」です。
take off は「離陸する」という意味でおなじみですが、
今回は、take ～ off … で「…から～を切り離す」という意味の言い回しです。
例：Don’t take your eyes off the ball.「ボールから目を離さないで」、Take your filthy hands off me!「その汚い手を放せ！」

People should be able to enjoy where they live で「人々は自分の住む場所を楽しるはずだ」です。
この場合の people は自分も含めての「世間一般の人、世の中の人、人間」という意味合いです。
should be able to ～ で「～できるはずだ」という意味です。
例：I should be able to get there by six.「６時には到着するはずです。」

while at the same time protect the plants and animals around them. で「同時に自分の周りの動植物を保護しながら」です。
while は「一方で～しながらも」という意味の接続詞（conjunction）です。
at the same time は「同時に、一度に」という意味です。
protect the plants and animals around them で「彼らの周りの動植物を保護して」です。
them は前出の People を指しています。
plants and animals で「動植物」という意味の言い回しです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

土地を保護ことには

by taking it off the market.
マーケットから土地を切り離すことで

People should be able to
