powerful は「強力な、力がある、効果が強い、有力な」です。

allowing holders to travel freely to 190 countries and territories で「持っている人が190の国や自治領に自由に旅行できる」です。
allow ～ to … で「～が…できるようにする、…を可能にさせる」です。
allow は「許す、許可する」と言う意味から「自由に～させる」という意味になります。
例：allow blood to circulate「血液を循環させる」
holders「パスポート保有者」が travel freely で「自由に旅行」できるようにするということです。
to 190 countries and territories で「190の国と統治領に」です
territory は「領土、領地」と言う意味です。

となるようです。
