で「今日、天候が寒くなってきたちょうどその時に、ボイラーが動かなくなった。修理する金もない。凍るようなシャワーの一週間よ、こんにちは。F*ck my life!」という意味になります。

my boiler packed up on me で「ボイラーが故障した」となります。
pack up on me は初見だと意味がわからない言い回しですね。
まず、pack up で「（機械が）故障する、うごかなくなる」と言う意味の句動詞となります。
break と同じ意味です。
例：My car packed up.「車が動かなくなった。」
on me の on ～ は、on のインフォーマルな用法で「～に不利益となって、～にとっては辛いことに」と言う意味合いになります。
例：My hair dryer broke on me.「ドライヤーが壊れてしまった。」

just as the weather has turned cold　で「天気がちょうど寒くなった時に」です。
just as ～ で「ちょうど～のときに」となります。
turn cold は「寒くなる」です。
turn は「～になる、～に変わる」と言う意味になります。
例：turn red「赤くなる、赤面する」

with no money to have it fixed で「それを修理するお金もない（状況で）」です。
with ～ は【付帯状況】を表します。
fix は「元の状態に戻す、修理する」と言う意味です。
have it fixed で「修理してもらう」と言う意味の言い回しになります。
例：I’d like to have it fixed.「修理していただきたいのですが。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
