で「なぜなのか、お分かりのように、TiVoがその製品を売り出すとき彼らは私たちみんなにその製品の機能を伝えました。彼らは説明しました。『生放送を一時停止でき、CMをスキップでき、生放送を巻き戻しできる、あなたのテレビ視聴傾向を勝手に記憶する。そんな製品です。』と。」という意味になります。

前回に続き、TiVoが a commercial failure「商業的な失敗」だった理由です。
Because you see, when TiVo launched their product, they told us all what they had. で「なぜなら、ほら、TiVoが製品を発売するとき、彼らは私たちみんなにその製品が持つ機能を説明したからです。」となります。
you see, when TiVo launched their product,「お分かりのように彼らが製品を発売した時」が挿入句と考えて、
Because they told us all what they had.「なぜなら彼らは私たちみんなにその製品が持つ機能を説明したから」が主節です。
you see は「ほら、お分かりのように」という意味になります。
they told us all で「彼らは私たちみんなに伝えた」です。
何を伝えたかというと、
what they had で「彼らが持っているもの」です。
この場合は持っている「機能」ということです。
They said,「彼らはこう説明しました。」
We have a product that ～「～する製品がありますよ」
pauses live TV「生放送を一時停止できる（製品）」
skips commercials,「CMをスキップできる」
rewinds live TV「生放送を巻き戻せる」
and memorizes your viewing habits「そしてあなたの視聴習慣を記憶する」
without you even asking.「断りなしに、勝手に」
です。
live TV は「生放送」です。
rewind リワインドゥはビデオテープなどを「巻き戻す」という意味の動詞です。
ちなみに「早送りする」は、fast-forward といいます。
それではまず文節に分けて日本語に訳し内容を理解して下さい。

ほら、TiVoが売り出される時
they told us all
彼らは私たち皆に伝えた（から）
what they had.
彼らが持つ機能を
They said,
彼らは言いました
