で「中央銀行に逆行することは危険をはらんだ投資戦略だが、債券市場アナリストの中には日本銀行が今後、利回り曲線を右肩上がりにできないのではと考える者もいる。」という意味になります。

Going against a central bank で「中央銀行に逆行すること」という意味になります。
この場合は投資の話なので、中央銀行の戦略に逆らった投資の仕方をするという事です。

an investment strategy fraught with peril で「危険に満ちた投資戦略」です。
an investment strategy で「投資戦略」
fraught with peril で「危険が張り詰めた、危険をはらんだ」という意味の形容詞節です。
fraught は「危険や問題などに満ちた、緊張感で張り詰めた、緊迫した」という意味の形容詞です。
例：fraught day「ひどく緊迫して忙しい一日」

but some bond market analysts think ～ で「しかし債券市場アナリストの中には～と考える人もいる」です。
bond market で「債券市場」です。

the Bank of Japan will fail to steepen the yield curve. で「日本銀行は今後、利回り曲線を右肩上がりにできない」です。
the Bank of Japan は「日本銀行」です。日本の central bank ですね。BOJと略されます。
yield curve は債権投資の業界用語で「イールドカーブ、利回り曲線」です。
yield は「収穫高、生産量」という意味ですが、投資業界では「利回り、利益」となります。
通常は利回りは残存期間が長くなるほど高くなり、イールドカーブは右上がりの曲線になります。
しかし、今の日本銀行のやり方では、利回り曲線は steepen スティープ化しないという事です。
steepen ス[ティ]ープンは steep「急勾配の」の動詞形です。
