で「力は２種類ある。一つは罰せられる恐怖から得られるもの、もう一つは愛の行為によって得られるものだ。愛に基づいた力は、罰の恐怖からくる力よりも、1000倍も効果的で長続きする。」という意味になります。

Power is of two kinds. で「力は２種類である」となります。
be of 用法 というもので be of ～（名詞） で「～というものだ、は～から成る」という意味になります。

例：this is of some use「これは何かの役に立つものだ」、this is of real importance「これは本当に重要なものだ」

One is obtained by the fear of punishment で「ひとつは罰の恐怖から得られるものだ」です。
one とは two kinds のうちの一つです。
obtain オブテインは「得る、獲得する、入手する」という意味の動詞です。
obtained by ～ なので「～によって得られる」となります。
「罰せられる恐怖からくる力」とは、すなわち他人から強制された力という事です。

and the other by acts of love. で「そしてもうひとつは、愛の行為からくる」です。
one と the other が対になっています。
acts of love で「愛の行為、愛の行動」です。

Power based on love が主語になって「愛に基づいた力は」です。

a thousand times more ～ で「千倍も～だ」となります。
a thousand times で「千倍」となります。
more effective and permanent で「（千倍も）効果的で長続きする」です。
permanent パーマネントゥは「永続する、長続きする」という意味の形容詞です。
例：permanent hair removal「永久脱毛」、permanent job「無期雇用、正社員の職」

than the one derived from fear of punishment. で「罰の恐怖からくるものよりも」です。
the one は power「力」を指しています。
derived from ～ で「～から由来する」という意味です。
前半の obtained by ～ の言い換えですね。
