It is believed to be rare で「稀であると（世間では）信じられている」です。
be believed to ～ で「～すると信じられている」という意味の言い回しです。
be thought to ～「～だと考えられている」よりも強い意味合いですね。
It is rare ～「～は稀である」に believed to ～ が挿入された形です。

何が珍しいのかというと、
for a municipality to dispatch ～ で「地方自治体が～を派遣する（こと）」です。
municipality は「地方自治体」という意味の名詞です。市区町村などのことですね。

dispatch non-Japanese assistants で「外国人のアシスタントを派遣する」となります。
dispatch は「～を急送する、発送する」という意味から「人を派遣する、送り出す」という意味になります。
語源は dis-（切り離して）＋ patch「区画、土地、継ぎ当て布」です。
例：dispatcher「派遣する人、発車係」、dispatch a medical unit「医療部隊を派遣する」

(assistant) who work as ～ で「～として働く（アシスタント）」です。

not only ～ but (also) …「～だけでなく…も」の形ですね。
not only as interpreters for such children で「通訳者としてだけでなく、このような子供たちのための」です。
記事を読むと such children とは日本の小学校に通う外国人の子供たちのことです。

but ～「（だけでなく）～も」です。

(as those who) support their school life as a whole. 「サポートする（人として）、彼らの学校生活を、全体を」です。
their school life で「彼らの学校生活」です。their は such children のことを指しています。
as a whole は「全体で、丸々、まとめて」という意味のイディオムです。
