で「アメリカと中国の貿易関係の破綻、または保護貿易政策のまん延は、世界的サプライチェーンを混乱させ、ひいては世界３位の規模の日本経済に壊滅的な打撃を与えるかもしれない。」という意味になります。

A breakdown in U.S.-China trade relations, or a proliferation of protectionist measures around the world, までが主語になります。

A breakdown in U.S.-China trade relations は「米中貿易関係の破綻」となります。
breakdown in ～ で「（関係などの）断絶、途絶、破綻」という意味です。
U.S.-China trade relations で「アメリカと中国の貿易関係」です。

or a proliferation of protectionist measures around the world, で「または、保護貿易政策の蔓延、世界中での」です。
保護貿易政策が世界中にまん延することです。
protectionism「保護貿易主義」とは、自国の利益を優先して、他国との貿易で関税を高くするなどのことです。
まさにトランプさんがやっていることですね。
一方が protectionist measure を採ると、相手国も同様に保護貿易政策を採らざるを得なくなり、それがどんどん世界中に広まってしまうという事です。
反対は「自由貿易」で free-trade 、
または記事中にも出てくる multilateralism「多国間協調主義」です。
proliferation は「（急激に）拡散、広まること」
例：proliferation of nuclear weapons「核兵器の拡散」

would disrupt global supply chains で「～を破壊するだろう、世界のサプライチェーンを」です。
disrupt ディスラプトゥは「～を破壊する、邪魔をする、混乱させる」という意味の動詞です。
名詞形は disruption で「破壊、妨害、崩壊、混乱」です。
supply chain とは「供給網」という意味です。
製品が原材料の調達から、生産・物流・販売を経て、消費者の手に届くまでの全過程のことです。

and could have a devastating impact on Japan’s economy, で「そして、日本の経済に破壊的な影響を与えるかもしれない」です。
could は「～し得る、～する可能性もある」です。
have a ～ impact on … で「…に～な影響を与える」という意味の言い回しです。
devastating は「破壊的な、壊滅的な」という意味の形容詞です。
動詞形は devastate [デ]ヴァステイトゥ「～を徹底的に破壊する、～を壊滅させる」です。

the world’s third-largest. で「世界で３番目に大きい」です。
Japan’s economy を修飾しています。
