ビル・ゲイツ氏によるTEDでのスピーチ「もし次の疫病大流行（アウトブレイク）が来たら？私たちの準備はまだ出来ていない」です。

Not missiles, but microbes. Now, part of the reason for this is that we’ve invested a huge amount in nuclear deterrents. But we’ve actually invested very little in a system to stop an epidemic. We’re not ready for the next epidemic.

で「ミサイルではなく、微生物なのです。さて、その理由の一つは、私たちは今まで核の抑制に多額の資金を投資してきましたが、伝染病を止めるシステムにはほとんど投資してきていないという事です。私たちは次に起こる病気の大流行に準備ができていないのです。」という意味になります。

Not missiles, but microbes. で「ミサイルではなく、微生物だ」です。
not ～ but … の形で「～ではなく…だ」となります。
missile は発音に注意しましょう。[ミ]ッソォという感じになります。
microbe [マ]イ・クロウブは「微生物」です。
virus「ウイルス」も bacteria「細菌」も microbe の中に含まれます。

Now, part of the reason for this is that ～ で「さて、これの理由の一つは、～ということだ」です。
the reason for this で「これの理由」です。

(that) we’ve invested a huge amount in nuclear deterrents. But ～ で「私たちは投資してきた、巨額を、核の抑制に、しかし～」です。
invest ～ in … で「～を…に投資する」です。
nuclear deterrent で「核抑止力（核兵器を持つことで戦争を抑止する効果）」という意味でも使われることがありますが、
ここでは「核の拡散の抑制」という意味です。
deterrent ディ[タ]ーレントゥで「抑制、抑止、妨害すること」という意味の名詞です。
動詞形 deter ディターで「～を阻む、防ぐ、抑止する」です。
例：deter further nuclear tests「さらなる核実験を抑止する」

But we’ve actually invested very little in ～ で「しかし、私たちは、実質、ほとんど～に投資していない」です。
actually は「実は、実際には、意外に」という意味です。
very little で「ほとんど～ない」です。
little は a がついていない場合は否定の意味になるので注意しましょう。

何に投資していいないかというと、
(invest in) a system to stop an epidemic で「病気の流行を防ぐシステム（に）」です。
epidemic は「病気の流行、まん延」です。
現在コロナウイルスの大流行を pandemic と言いますが、同じような意味合いです。
pandemic の方が、複数の国にまたがったり全世界に広がったりするような流行を指します。

We’re not ready for the next epidemic. で「私たちはまだ準備できていない、次の病気の大流行に」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
