Whether one believes in a religion or not, and whether one believes in rebirth or not, there isn’t anyone who doesn’t appreciate kindness and compassion.
で「何らかの宗教を信仰していようがいまいが、また、生まれ変わりを信じていようがいまいが、親切と思いやりというものを、ありがたがらない人はいない。」という意味になります。

whether ～ or not で「～であろうがなかろうが、～かどうかにかかわらず、～でもそうでなくても」という意味の言い回しです。
例：Whether you like it or not「（あなたが）好むと好まざるとにかかわらず」
接続詞 whether「～かどうか」の後にはどこかで必ず or が登場すると思っておいてOKです。
もし or がない場合でも、上記の ～ or not が省略されている場合がほとんどです。
例：I’m not sure of whether this bus is the right bus( or not).「このバスが正しいバスなのか（そうでないのか）確信がありません。」
one believes in ～ で「人が～を信仰して（いようが）」です。
ここでの one は「（ある一人の）人」です。
believe in ～ で「～を深く信用する、～を信仰する」という意味の言い回しです。
a religion で「何らかの宗教」です。キリスト教でも仏教でもイスラム教でも、何らかの宗教を、という意味です。

rebirth [リ]ーバースは「転生、生まれ変わり、輪廻」です。
re-（再び）＋ birth「誕生、出産」
チベット仏教ではこの「輪廻転生」の考え方が特徴的なようです。

there isn’t anyone who ～ で「～する人は一人もいない」という意味の言い回しです。
there is nobody who ～ とも言えます。

(who) doesn’t appreciate kindness and compassion. で「親切心や思いやりの心をありがたいと思わない（人）」です。
appreciate は「～をありがたいと思う、～の価値を認める、～を高く評価する」という意味の動詞（verb）です。
thank とも言えます。
名詞形は appreciation アプリーシ[エ]イションで「感謝の気持ち、何かの美点を味わうこと、審美眼」です。
kindness は「親切さ」
compassion は「思いやり、慈悲心、深い同情心」です。
例：lack compassion for the poor「貧しい人への思いやりに欠ける」

親切さと思いやりというものは、どんな宗教をも超えて普遍的な（universal）美徳だ、ということですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
