インドで存在感を高めている facebook や WhatsApp, Twitter などに対してインド政府がプレシャーをかけ始めているという記事です。
インドの農民たちのデモで、それらのSNSが利用されていることを受けてのことだそうです。

the threats「その警告、脅し」とは、記事を読むと、フェイスブックやWhatsApp、Twitterなどのテック企業の社員を逮捕するという脅し・警告のことです。
threat の動詞形は threaten スレトゥンで「～を脅す、脅迫する」となります。
mark はここでは動詞で「（変化などを）～を示す、～をあらわす」という意味になります。
例：These elections mark the end of an era.「これらの選挙は一つの時代の終わりを告げている。」
an escalation of ～ で「～の高まり、～の激化」です。
動詞形 escalate は「上昇する」という意味です。

何の高まり（escalation）かというと、
(of) India’s efforts to pressure U.S. tech companies で「インドの努力、米テック企業にプレッシャーをかける（努力）」です。
effort は「努力、力を入れること」です。
U.S. tech companies で「米テック企業」で、facebook, Twitter などのことです。

at a moment when ～ で「～の時に」という意味の言い回しです。
