About 60 percent of Japanese couples marrying で「結婚したおよそ60%の日本のカップル」です。
marry は「結婚する」です。記事中で使われているイディオム tie the knot も同じ意味でよく使われます。
since shortly before ～ で「～よりちょっと前から」です。
since ～ は「～以来」となり、since before ～ で「～以前から」となります。
the start of the coronavirus pandemic で「コロナウイルスのパンデミックの開始」です。
つまり「コロナパンデミックが始まる少し前の時期以降に結婚したカップル」です。

have refrained from holding a wedding ceremony, で「～することを差し控えた、結婚式を挙げることを」です。
refrain from ～ing で「～することを差し控える」という意味の言い回しです。
refrain リフ[レ]インで「差し控える、自制する」です。
他の言い方としては記事中に出てくる、skip ～ や forgo ～ という言い方もあります。
何を差し控えたかというと、
(from) holding a wedding ceremony, で「～結婚式を開催すること」です。
hold は「（パーティーや式・会議などを）開く、開催する」という意味があります。
wedding ceremony は「結婚式」です。
一方「披露宴」は wedding reception と言います。

a nearly threefold jump from ～ で「（それは）およそ3倍のジャンプ（となる）、～から」です。
名詞から始まっていますが、ここは being が省略された分詞構文として解釈して「そのことは～ということになる」という意味合いです。
主語（そのこと）とは直前の節全体になっています。

jump はここでは「伸び、跳ね上がること、急増」です。
threefold は「3回折りたたむ」から「3倍の」という意味の形容詞です。
例：threefold rise「3倍の上昇」
何から比べて3倍の急増かというと、
(from) the proportion who skipped ceremonies in prior years, で「その割合（から）、過去数年に挙式をスキップした人の（割合）」です。
proportion は「割合、比率」です。
in prior years で「過去数年に」です。
