で「幾多の戦火によって鍛え抜かれた我が国の（男女の）兵士たちはスキルと勇敢さでは並ぶものはありません。失ってきた者たちの記憶が焼き付いた国民も、自由のために支払われた代償を嫌というほど分かっています。」という意味になります。

Our brave men and women in uniform, で「我々の勇敢な男女、制服姿の」です。
in uniform は「制服を着た」という意味で、ここでは「（軍隊の）兵士」を意味します。
men in uniform「軍部の者、軍関係者」でよく聞かれた表現ですが、最近では男女平等の観点から上記のような表現が使われるようになっています。
tempered by the flames of battle, は挿入的に「戦闘という炎によって何度も鍛えらえた」です。
temper は「（鋼などを焼き入れをして）鍛える」という意味の動詞です。
折れやすい鉄を何度も temper することで腰の強い鋼になります。
上記の者たちは、
are unmatched in skill and courage. で「並ぶ者がいない、スキルと勇気の点で」です。
unmatched は「釣り合わない、そぐわない」という意味もありますが、ここでは「並ぶものがない、無比の、最高の」という意味です。
例：unmatched beauty「絶世の美しさ」、unmatched reliability「他に類を見ない信頼性」
Our citizens, で「わが国民たち」
seared by the memory of those we have lost, こちらも挿入的に「～によって焼き付けられた、私たちが失ってきた者たちの思い出」です。
sear [スィ]アーは「表面を焼く」という意味から「焼き付ける、焼き印を押す」という意味になります。
seared by the memory of ～ なので「～の記憶を焼き付けられた」となります。
例：seared tuna「まぐろのたたき」
those (that) we have lost, で「人々、私たちが失った（人々）」
そんな国民たちは、
know too well ～ で「～を痛いほどよくわかっている」です。
何を分かっているかというと、
the price that is paid for liberty. で「その対価（犠牲）、払われた、自由のために」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
Our brave men and women in uniform,
我が国の勇敢な兵士たち
tempered by the flames of battle,
（その者たちは）戦闘という炎によって何度も鍛えられた
are unmatched
は、並ぶ者はいない
in skill and courage.
スキルと勇気において
Our citizens,
