で「我々は行動を起こさなければならない。今日の成功が部分的なものでしかないと知っているから。そして、かつて我々に授けられた不朽の精神を未来のフィラデルフィアホールにて前進させるのは、今後4年、40年、400年後この場に立つ者達に託されることになると我々は知っているから。」という意味になります。

We must act, knowing that ～ で「我々は行動しなければならない。～と知っているからだ。」です。
(that) today’s victories will be only partial で「今日の成功が部分的なものでしかない（と）」
today’s victories で「今日の勝利、今日の成功」です。
partial は「部分的な、不完全な」という意味の形容詞です。
part「一部、部分」の形容詞形ですね。

and ～（また）
that ～「～ということ（も知っているから）」
it will be up to those who ～ で「（それは）～する者達にかかっている（ということを）」です。
ここでの it は仮主語で、後の to advance ～「～を前進させること」を受けています。
be up to ～ で「～にかかっている、～次第だ」という意味のコロケーションです。
例：The decision is up to you.「決断はあなた次第です。」
those who ～ で「～する者達」です。ここでの those は those people と同じ意味です。
those who stand here で「ここに立つ者達」
in four years and 40 years and 400 years hence で「この先、4年、40年、400年後に」です。
最後の hence はここでは「この先、今後」という意味の副詞です。to go と同じ意味ですね。
例：What is Europe going to look like 50 years hence?「今後50年でヨーロッパはどうなっていくのだろう？」
4年、40年、400年については、アメリカ大統領の任期（4年）を受けています。
to advance ～ で「～を前進させること」
the timeless spirit once conferred to us で「かつて我々に授けられた不朽の精神」です。
つまりアメリカ建国の理念のことですね。
in a spare Philadelphia hall. は「未来のフィラデルフィアホールで」です。
Philadelphia hall は Independence Hall とも言って、フィラデルフィアにある歴史的建物（文化遺産）です。
建国の父達（ Founding Fathers）によってアメリカの独立宣言と憲法が採択された場所として知られています。
アメリカ合衆国ペンシルベニア州のフィラデルフィアにあります。
a spare Philadelphia hall の spare は「予備の、替えの、まだ使われていない」といった意味から「将来のための（いつか使われることになる）」という意味です。
例：spread a map on a spare expanse of table「テーブルの空いているところに地図を広げる」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
