で「中国は、台湾をその独自の領土として、必要であれば武力によってその支配下に置かれるものだと主張している。そしてその2300万人の民主主義の自治国家（台湾）を、ますます緊張が高まるアメリカとの関係の中でもっともデリケートな問題だと言い表している。」という意味になります。

China claims Taiwan as its own territory で「中国は、台湾を、その独自の領土として主張している」です。
claim ～ as … で「～を…だと主張する」という意味の言い回し。
さらに並列的に、(claims Taiwan) to be ～ で「～であると（主張している）」です。
重複するために claims Taiwan が省略された形です。
claim ～ to be … で「～であると主張する」という意味の言い回しです。
to be brought under its control「その支配下に置かれる（ものであると）」です。
by force「武力でによって」
if necessary,「必要であれば」

さらに and で動詞が並列（～, ～, and ～）されて、
portrays ～ as … で「（中国は）～を…として言い表している」です。
the self-governing island democracy of 23 million people が目的語で「その2300万人の自治の島国の民主国家」です。
これは Taiwan を言い替えた（パラフレーズした）表現です。
democracy はここでは「民主主義国」という意味の名詞です。
(as) the most sensitive issue で「もっともセンシティブな問題（として）」です。
in its increasingly fraught relationship with the U.S. で「そのますます緊張が高まるアメリカとの関係の中で」です。
its は China を指しています。
fraught は「（状況・雰囲気などが）緊張をはらんだ、緊迫した」という意味の形容詞です。
例：fraught with danger「危険をはらんだ、危険に満ちた」
