JOHN F. KENNEDY の就任演説（1961年）です。
To those people in the huts and villages of half the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required — not because the Communists may be doing it, not because we seek their votes, but because it is right. If a free society cannot help the many who are poor, it cannot save the few who are rich.

で「地球の半分の地域の小屋や村々で、大規模な悲惨さの束縛を断ち切ろうともがいている人々に対して、私たちは、彼らが自力で立ち上がるのを助けるために、必要とされるどれほどの期間であっても、私たちの最善の努力を尽くすことを誓います。それは、共産主義陣営がそうしているかもしれないからではなく、私たちが彼らの票を求めているからでもなく、それが正しいことだからです。もし自由な社会が、貧しい多くの人々を助けることができないならば、豊かな少数の人々を救うこともできません。」という意味になります。

To those people ～「～な人々に対して」です。
in the huts and villages で「粗末な小屋や村で」です。
hut は「掘っ立て小屋」という意味の名詞。
of half the globe 「地球の半分の地域の」です。
struggling to ～「～しようと悪戦苦闘している（それらの人々）」です。
(to) break the bonds of mass misery, で「大規模な悲惨な状況の束縛を断ち切ろうと」です。
ここでの mass は形容詞で「大規模な、広く行き渡った、全体の」です。
misery で「悲惨さ」という意味の名詞です。
それらの人々に対して、
we pledge「私たちは固く誓う」です。
our best efforts「我々の最善の努力を」
to help them help themselves, で「彼らが自力で立ち上がるのを助けるために」です。
つまり自立支援ですね。
help ～（人） + do … で「～が…するのを助ける、役立つ、一役買う」です。
help oneself は「自助努力する」です。
for whatever period is required で「必要とされるならどんな期間であっても」です。
for ～ は「～の間、～の期間」という意味の前置詞。
period は「期間、年月」です。
whatever period なので「どれほどの期間であろうとも」という意味になります。
言い換えると、for any period of time that is required ですね。
— not because ～「～という理由のためではなく」
the Communists may be doing it,「共産主義陣営がそうするかもしれない（からではなく）」
the Communists で「共産主義陣営」ですね。つまり冷戦時代のソ連などを指しています。
not because ～「～だからでもなく」
we seek their votes,「我々が票を求めている（からでもなく）」
but because ～「～のためなのだ」です。
not ～, but …「～ではなく…だ」の言い回しの応用ですね。
it is right.「そうすることが正しいこと（だから）」です。
If a free society cannot help ～「もし自由主義社会が～を助けられないのなら」
the many「多くの人々を」です。
the + 形容詞 で「～な人々」という意味が作れます。
who are poor,「貧しい（多くの人を）」
it cannot save ～「その社会は、～を救えない」
the few「少ない人々、少数の人々」
who are rich.「裕福な（少数の人々）」です。
それではまず文節に分けて日本語に訳し内容を理解して下さい。
