で「警視庁は現在、19年前の世田谷区の自宅で殺害された四人の家族の親類たちと、その家の解体について話し合いをしている。」という意味になります。

The Tokyo Metropolitan Police Department で「警視庁」ですね。
MPD と言ったりもします。
日本の東京都を管轄する警察組織で、また日本全体の警察の本部でもあります。

hold talks with ～ で「～と話し合いをしている」です。
hold talks で「話し合いの場を持つ、会談を主催する」です。
talks には「会談、話し合い、協議、折衝」という意味があります。
例：economic talks「経済会議」

with relatives of a family of four で「４人の家族の親戚たちと」です。
relative で「親戚、親類」という意味の名詞です。
a family of four で「四人の家族」となります。

その四人の家族とは、
(a family of four who) were murdered in their house in Setagaya Ward 19 years ago で「殺された、世田谷区の彼らの家で、19年前に」となります。
murder は「殺害する」という意味の動詞です。
murderer マーダーラーで「殺人者、人殺し」です。
Setagaya Ward で「世田谷区」です。
ward ウォードは「区」という意味があります。
例：ward office「区役所」

about demolishing the house. で「その家を解体することについて」です。
何の話し合い化という事です。
demolish ディ[マ]リッシュで「解体する、取り壊す」という意味の動詞です。
tear down とも言えます。
