オーストラリアが増税でたばこの価格が世界最高になったという話題です。

Australian smokers will have to pay more than anyone else in the world for cigarettes amid plans for a huge tax hike that will push prices up to ￡23 a pack.
で「煙草１パックにつき２３ポンドにまで押し上げるという大幅な増税計画の中で、オーストラリアの喫煙者は世界中のだれよりも多くタバコ代を支払わなければならなくなる。」という意味になります。

Australian smokers で「オーストラリア人の喫煙者」です。
Australian は「オーストラリア人の」という意味で、略してAussie オーズィーと言ったりします。

have to pay more than anyone else in the world で「世界中のだれよりも多く支払わなければならない」です。
anyone else in the world で「世界中の誰よりも」ですね。

amid plans for a huge tax hike で「大幅な増税の計画の真っただ中」という意味です。
amid は前置詞で「～の中、～の真っ最中に」という意味です。
例：amid a deep recession「深刻な不況の最中」、amid bleak conditions「厳しい状況の中で」
tax hike は「増税」です。tax raise などとも言います。
hike は「ハイキングする」という意味もありますが、「引き上げる、引き揚げ、値上げ」という意味もあります。
例：hike taxes「増税する」、hike up one’s pants「パンツを引き上げる」

that will push prices up to ￡23 a pack「１パック２３ポンドにまで価格を押し上げる」は直前の tax hike を主語に取り説明する関係代名詞節です。
￡=pound は「ポンド」で、英国の通貨です。
発音は パウンドゥとなります。
a pack で「１パックにつき」です。
a ～ という形で「～につき」という意味が作れます。
例：sell 300 muffins a week「１週間につき３００個のマフィンを売る」
