one of + 最上級「もっとも～なもののうちの一つ」という形はよく使われる言い回しですね。

Kobe Luminarie was conceived で「神戸ルミナリエは考え出された」です。
be conceived で「考え出される、着想される」です。
conceive は「思いつく、着想する、考え出す」という意味の動詞です。
語感としては「心に描く、内に持つ」という意味合いです。そこから「妊娠する」という意味もあります。
名詞形 concept「コンセプト、構想、概念」と一緒に覚えるとイメージしやすいですね。
-ceive, -cept は、「つかむ、捕らえる、容れる」という意味の語幹です。

in memory of the victims of the Great Hanshin Earthquake で「阪神大震災の被災者を追悼して」です。
in memory of ～ で「～を記念して、～を追悼して、～の思い出に」という意味の言い回しです。
例：He built a monument in memory of his dead wife.「彼は亡き妻を追悼して碑を建てた。」
