で「日本の家族はどのように子供たちをしつけているのか。そしてそもそもどうやって行儀良い行動を引き出すのか。こう疑問に思っているアメリカ人の母親は私一人ではない。」という意味になります。

How are Japanese families disciplining their children で「日本の家族はどうやって子供たちをしつけているか」という意味になります。
discipline ディシプリンは「しつける、規律を守らせる、鍛える」という意味の動詞です。
名詞としても使えて「規律、自制心、しつけ」という意味になります。
例：discipline oneself「自らを律する」

how are they eliciting good behavior in the first place? で「そもそもどうやって彼らは行儀良い行動を引き出すのか」です。
in the first place は「そもそも、まず最初に、まず第一に」という意味の慣用句です。
elicit イリシットゥは「～を引き出す、導き出す、演繹する」という意味の動詞です。
例：elicit a confession from ～「～から自供を引き出す」、elicit information「情報を引き出す」
good behavior は「行儀よくすること、おとなしくしていること」です。
behavior は「振る舞い、言動、素行」です。
例：childish behavior「子供じみた行動」
