It used to be the case that the vast majority of those who came to Japan did so with the intention of staying here for one or two years.
で「かつては、日本に来る圧倒的多数の人々が1年か2年の間だけ滞在するつもりで日本に来ていたのは事実だ。」という意味になります。

It used to be the case that ～ で「かつて～は事実だった」という意味になります。
It is the case that ～ で「～は事実だ」という意味の慣用句です。
case には「場合」という意味以外にも「事実」という意味があります。

the vast majority of those who came to Japan が主語で「日本に来る人々の圧倒的多数が」です。
the vast majority of ～ で「～の圧倒的多数」という意味になります。
vast は「広大な、膨大な」という意味の形容詞です。
majority は「多数派」です。
逆は minority マイノリティ「少数派」です。

did so で「そうしていた」です。
so は、前述の came to japan を指しています。

with the intention of staying here for one or two years で「1年か2年ここに滞在するつもりで」です。
with the intension of ～ で「～のつもりで」という意味になります。
intention は「意志、意図、つもり」です。
動詞形は intend で「～を意図する、～するつもりである」です。
例：intend to go abroad「海外に行くつもりだ」

staying here for one or two years で「1年か2年の間ここに滞在すること」です。
for ～ は「～の間」で、時間の長さを表す for です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

かつて、～ということは事実だった

the vast majority of those
人々の圧倒的多数が

who came to Japan
日本に来る（人々）

did so
そうしていた（こと）

with the intention of
～するつもりで
