で「学校でのイジメは、多くの形態をとり、未だに世界中で蔓延した若者の側面として残ったままだ。日本では、大々的に報じられるイジメ事件が世の中にショックを与え続けている。」という意味になります。

School bullying で「学校でのいじめ」となります。
bullying で「イジメ」です。
動詞形は、bully で「～をいじめる」です。
bully は名詞として「いじめっ子」という意味でも使われます。
例：group of bullies「いじめっ子グループ」、be bullied at school「学校でいじめられる」

takes on many forms で「多くの形態をとる」という意味の慣用句です。
他にも、take on different forms「さまざまな形態をとる」、take on a new form「新しい形をとる」などもあります。

remains a pervasive aspect of youth で「蔓延した若者の側面として残っている」です。
remain は「（問題などが）残っている、未解決である」という意味の動詞です。
例：remain a puzzle「謎を残したままである」
pervasive は「蔓延した、広範囲に広がった」という意味の形容詞です。
例：pervasive poverty「蔓延する貧困」、pervasive sense of disappointment「拡がる失望感」
動詞形は、pervade パーヴェイドゥで「拡がる、充満する、いきわたる」です。

highly publicized incidents of bullying continue to shock society で「大々的に報じられるイジメ事件が世の中にショックを与え続けている。」という意味になります。
highly publicized で「大々的に報じられた」という意味の慣用句です。
publicize パブリサイズは「公になる、公表する」という意味の動詞です。
incidents of bullying で「イジメの事件」です。
incident は「事件、出来事」という意味の名詞です。
例：nasty incident「嫌な出来事、不愉快な事件」、strange incident「変わった事件」

bully いじめるの語源は、bull 雄牛だと思っていましたが、実は違うようです。
元々は、sweetheart や dear のような、男性への愛称・呼びかけ「奴、あいつ、おまえ」という意味で使われていましたが、
それが後に、「男の力・勇気」などの意味が悪いほうに使われるようになり、「売春婦のヒモ男」→「弱者をいじめる悪者」というイメージが定着したようです。
