で「活気に満ち、スタイリッシュ、整然としており、古風で同時に未来的。これが東京です。1,300万人が住む大都市で、思いがけない伝統的な面が、世界の中でも最も魅力的な都市にしています。」という意味になります。

今回の例文では、沢山の「ほめ言葉」形容詞が登場しますので一つ一つ見ていきましょう。

vibrant ヴァイブラントゥは「活気ある、活発な、活力のある」という意味の形容詞です。
例：vibrant color「明るくて刺激的な色」、vibrant discussion「活発な議論」
vibration で「振動」という意味になるように、何かが活発に細かく動いているさまを表します。

well-organized は「良く組織された、整然とした、きちんとした」という意味の形容詞です。
場所などに使うと、「きれいに整理された、きちんと片付いた」という意味になります。
organize は「～を組織化する、～を体系化する、まとめる」です。
例：well-organized home「整理整頓された家」、well-organized manual「よくまとまったマニュアル」

ancient and futuristic at the same time で「古風であると同時に未来的」です。
at the same time は「それと同時に、～と…どちらも」という意味の慣用句です。
例：occur at the same time「同時に起こる」

a metropolis of 13 million people で「1300万人が住む大都市」です。

with an unexpected traditional side で「予想外にも伝統的な面を持つ」です。
with ～ は「～を持った」と後ろから修飾するための前置詞です。
例：person with a big heart「寛大な心を持った人」

that makes it one of the most charming cities in the world は
直前の an unexpected traditional side「予想外にも伝統的な面」を修飾する関係代名詞節で、
「（それが）世界で最も魅力的な街の一つにしている」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
