で「政府は木曜日、以下のように発表した。中国が外国からの廃棄物輸入受け入れをストップしたことで、日本は、処理能力が十分でない状況で増え続ける多量のプラスチック廃棄物の問題に直面していると。環境省は、調査に応じた約4/1の地方自治体がプラスチック廃棄物の滞積を確認しており、衛生基準を超えているものもある、と公表した。」という意味になります。

The government said Thursday (that)～ で「政府は木曜日～だと語った」です。
say(said) はこの場合は「発言する、公表する、記者たちに語る」という意味になります。

it was facing a growing sea of plastic waste で「日本は問題に直面している、増え続ける多量のプラスチック廃棄物の問題に」です。
it は the government「日本政府」を指しています。
be facing ～ で「～に直面している」という意味の言い回しです。
a sea of ～ で直訳すると「～の海」ですが、「多量の～、一面の～」です。
「見渡す限りの～」というい意味合いです。
例：a sea of people「大勢の人々」
plastic waste で「プラスチックゴミ、プラスチック廃棄物」です。
waste ウェイストゥ は「ゴミ、廃棄物」という意味の名詞です。
例：waste bag「ゴミ袋」

with limited capacity to process it で「それを処理する能力が限られている状況で」です。
ゴミ処理能力が追いついていないということです。
capacity で「能力、収容力」という意味です。
to process it で「それを処理するための」です。
process は「処理する、加工する」です。
it とは plastic waste のことです。

after China stopped accepting foreign waste imports. で「中国が外国の廃棄物輸入品の受け入れをストップした後で」です。
stop accepting ～ で「～を受け入れることを止める」です。
foreign フォーリンは「外国の、海外の」です。
waste imports で「廃棄物の輸入」です。

The environment ministry said (that) ～ で「環境省は～だと発表した」です。
この辺の区切りが難しいですね。
ここは said で区切ります。

about a quarter of major regional and municipal governments surveyed までが主部です。
「調査に応じた主要な地方自治体の約4分の1」です。
about a quarter of ～ で「～の約4分の1」です。
この場合 about は「おおよそ、約」という意味の副詞（adverb）になります。
a quarter of ～ で「～の4分の1、～の25％」となります。
major regional and municipal governments surveyed で「調査に応じた主要な地方自治体」です。
最後の surveyed は動詞と間違いやすいので注意しましょう。
この場合は、直前の名詞を修飾する形容詞で、「調査に応じた、調査対象となる」です。
例：about 90% of people surveyed「調査に協力した人の約90%」

reported seeing accumulating plastic waste で「滞積しているプラスチック廃棄物を確認していると報告した」です。
report ～ で「～を報告する」です。
国の調査に対して地方自治体が報告を上げたということですね。
何を報告したかというと、
seeing accumulating plastic waste で「たまっていくプラスチック廃棄物を見ていること」です
see は「見ている」で、この場合は「確認している、認識している」という意味合いになります。

sometimes going beyond sanitary standards. で「時には、衛生基準を超えている」です。
go beyond ～ で「～を超える、～をしのぐ」です。
sanitary standards で「衛生基準」となります。
sanitary は「衛生の、公衆衛生の」という意味の形容詞です。
例：sanitary environment「衛生的な環境」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

政府は木曜日に発表した

it was facing
日本が～に直面していると

a growing sea of plastic waste
増え続ける多量のプラスチックゴミに

それを処理する能力が制限された状態で
