cabinet は「内閣」という意味になります。

era の発音はイーラとなりますので注意しましょう。

according to ～ で「～に従って、～によると」です。
guideline は「指針、ガイドライン」です。
何のガイドライン化というと、
（guideline）for the management of government records で「政府記録の管理のための」です。

the preservation period for the work is set to start April 1, 2020. で「その作品の保存期間は、2020年4月1日から開始することになっている」です。
preservation は「保存、保護」です。
動詞形は preserve プリザーヴで「～を保存する、保護する、失わないようにする」です。

be set to ～ で「～することになっている、～することに決まっている」という意味の言い回しです。
