The use of AI to allow weapon systems to autonomously select and attack targets までが主語です。
「AIの使用、兵器システムが自律的にターゲットを選択し攻撃できるようにするための」です。
AI=Artificial Intelligent は「人工知能」です。
allow アラウは「～を許す、～できるようにしてやる」という意味の動詞です。
allow ～ to … で「～が…できるようにする」です。
例：allow someone to go home「人を帰宅させる」
weapon systems は「兵器システム」です。ドローンなどのことです。
autonomously オー[タ]ナマスリィで「自律的に」です。
形容詞形 autonomous オー[タ]ナマス「自律的な、自主的な」です。

has sparked ethical debates in recent years, で「倫理的な議論に火をつけた、近年」です。
spark debates で「議論に火をつける」という意味の慣用句です。
spark は「火花」なので「火付け役となる」という意味になります。
ethical エスィカォで「倫理の」という意味の形容詞です。
名詞形は ethic エスィック「倫理、道徳」です。

with critics warning (that) ～ で「（同時に）批評家たちは～だと警鐘を鳴らしている」です。
with ～ doing という形は付帯状況を表す分詞構文です。
warn ウォーンで「警告する、注意を促す」という意味の動詞です。

なんと警告しているかというと、
they would jeopardize international security and ～ で「それらは国際的な安全保障を脅かす（のではないか）」です。
they「それら」とは「AIの兵器への利用」のことです。
jeopardize [ジェ]パダイズで「～を危険に晒す、危なくする」です。
例：jeopardize one’s future「人の将来を危うくさせる」

and herald a third revolution in warfare after gunpowder and the atomic bomb. で「そして先触れとなる、第三の戦争兵器の革命の、火薬・核兵器の後の」です。
herald は新聞の名前で知っている人も多いかもしれませんが、元の意味は「王の使者、お触れ役」という意味です。
動詞で使われると「先触れとなる、～の到来を告げる」という意味です。
herald a third revolution in warfare なので「戦争兵器の第三の革命の到来を告げる」となります。
warfare は「戦争」という意味です。
after gunpowder and the atomic bomb で「火薬と核兵器の後の」です。
「火薬」が最初の革命、「核兵器」が第二の革命、「AI兵器」が第三の革命となる
ということです。
