で「一方、彼女の10代の兄は等位型バイリンガルと言えるかもしれません。２つの概念セットを使って、学校では英語を学習し、家の中や友達とはスペイン語を話し続けるバイリンガルです。」という意味になります。

Her teenage brother, on the other hand, might be ～ で「彼女の10代の兄は、その一方で、～かもしれない」です。
her teenage brother と、兄か弟かは明示されていませんが、ガブリエラが2才だったので兄だとわかりますね。
teenage は、厳密には thirteen から nineteen までの、数字の表記に -teen が付く年齢を指します。
might be a coordinate bilingual, で「等位型バイリンガルかもしれない」
coordinate コウ[オ]ーディニトゥで「というの、対等の」という意味の形容詞。
例：coordinate clause「等位節」
, working with two sets of concepts で「２つの概念セットを使って動作する」です。
work はここでは「働く」ではなく「（仕組みなどが）正常に機能する、正しく動作する」という意味動詞です。
例：How does the Internet work?「インターネットとはどういう仕組みですか？」
, learning English in school, で「学校では英語を学習しつつ、」
while ～「それと同時に、その一方で」
continuing to speak Spanish at home and with friends. で「家や友達同士ではスペイン語を話し続けて、」です。
