the Roman Empire began to crumble, で「ローマ帝国は崩壊し始めた」
, and ～「そして～」
the Romans withdrew from Britain. で「ローマ人たちはブリテン島から撤退し始めた」

With the Romans gone, で「ローマ人たちが立ち去る状況の中で」
独立分詞構文の一種で、付帯状況の with の用法です。
with ～ …ing で「～が…する状況な中で」もしくは「～が…したので」という意味になります。

ちなみに With the Romans (being) gone, と being が省略された形です。

quickly sailed across the water,「すぐに海を渡って来た」
the water はここでは「その海」、つまりヨーロッパ大陸とイギリスの間のドーバー海峡のことですね。
, did away with the Celts, で「ケルト人たちを排除した」
, and ～「そして～」
formed kingdoms in the British Isles.「イギリス諸島に王国を形成した」です。
sailed ～, did away ～, and formed ～ と、
～, ～, and ～ の列挙の形になっていますね。
