高速道路の制限速度を120キロに上げるというニュースから引用です。

The government decided Thursday to raise the speed limit for the country’s major expressways to 120 kilometers per hour, marking the first increase in the limit since the 1963 opening of the first highway.
で「木曜日、政府は国の主要な高速道路の制限速度を120キロに上げると決定した。1963年の高速道路開通以来初の制限速度の上昇となる。」という意味になります。

decided to raise the speed limit で「制限速度を上げると決定した」となります。
raise レイズは「上げる、高める」という意味の動詞です。
ポーカーなどで掛け金を吊り上げることをレイズと言ったりします。
また「お金を集める、工面する」という意味で使われることをもあります。
例：raise funds for war「戦費を調達する」

the country’s major expressways で「国の主要な高速道路」となります。
major メイジャーは「主要な、大きな」という意味の形容詞です。
反意語は minor マイナー「小規模な、小さい」です。
メジャーリーグとマイナーリーグでおなじみです。
expressway で「高速道路」です。express は「急行の、速達の」です。
他にも「高速道路」は後に出てくる highway とも言ったり、freeway, interstate と言ったりもします。

kilometers per hour で「時速～キロ」という意味になります。
per は「～毎」という意味です。per hour「毎時」
略して kph と言います。

mark the first increase in ～ で「～で最初の上昇となる」です。
mark は「マークする、印をつける、示す」という意味で、mark a increase で「増加となる、増加を見せる」という意味合いです。
例：mark the beginning of ～「～の始まりとなる」、mark a great progress「大きな前進を示す」

西暦 1963 の読み方は、nineteen sixty three となります。
