From all that we’ve heard and researched で「私たちが聞いたり調査したりしたことすべてから」です。
From all で「すべてのことから」
that we’ve heard and researched で「私たちが聞いたり調査したこと」です。

be regarded as ～ で「～だと見なされている」という意味になります。
regard は「見なす、尊敬する、高く評価する」という意味の動詞です。
例：highly regarded writer「高く評価されている作家」

amongst the best は慣用句で、「最高レベル、トップレベル」という意味です。
among the best とも言います。
among は「～の中で、～の間で」という意味で、数あるベストの中の一つと言った意味合いです。
例：ranked among the best in the country「国内トップクラスに位置づけられる」

if not the best も慣用句で「第一位だとはいわないまでも」という意味です。
今回は if not the best of best と強調された形になっています。
例：He is one of the best players, if not the best.「彼は最高峰とは言わないまでもトップクラスの選手だ。」
