で「日本の証券取引等監視委員会の一部委員が、「重要な虚偽記載がある」と主張し、東芝の2016年度決算報告を検査するよう要求している。土曜日、関係者の取材で分かった。」という意味になります。

Some members of Japan’s securities watchdog で「日本の証券取引等監視委員会の一部委員」という意味になります。
securities watchdog で「証券取引等監視委員会」となります。
security は「安全、警備、セキュリティー」という意味以外にも、「証書、株券」などという意味も持っています。
例：security market「証券市場」、debt security「債権」
watchdog で「番犬」ですが、この場合は、「監視員、監視委員会」という意味になります。
例：independent watchdog「第三者監視機関」、media watchdog「マスコミ監視団体」

call for an investigation で「調査を要求する」です。
call for ～ で「～を要求する、～を要請する」という意味の句動詞です。
例：call for a boycott「ボイコットを呼びかける」
investigation は「調査、検査、捜査」という意味の名詞です。
investigator で「捜査官、調査員」
動詞形は investigate インヴェスティゲイトゥ「詳細に調査する、捜査する、取り調べする」です。

何の捜査をするかというと、
into Toshiba Corp’s fiscal 2016 results で「東芝の2016年度決算報告書」です。
fiscal result で「会計の結果、決算報告」です。

claiming that they contain significant misstatements で「重大な虚偽記載が含まれると主張し」です。
claim that ～ で「～だと主張する」です。
significant misstatements で「重大な虚偽記載」となります。。
misstatement は「虚偽の申し立て、虚偽表示」という意味の名詞です。
statement は「述べること、声明、陳述、報告書」という意味になります。
例：make a misstatement「虚偽の申し立てをする」

sources close to the matter said で「その問題に近い消息筋が～と言った」です。
ニュース記事等でよく使われる言い回しになります。
sources close to the matter で「その問題に近い情報筋」です。
source は「情報源、ネタ元」という意味。
matter は「問題」ですね。
