で「東京が2012年以来始めて世界の中で外国人駐在者が住むのに最もお金のかかる街の首位に返り咲いた。円高が影響した。一方、ＥＵ離脱（Brexit）がポンドを下落させたことでロンドンは100位内から脱落した。」という意味になります。

Tokyo regained its top spot で「東京は首位を取り戻した、首位に返り咲いた」という意味になります。
regain は「取り戻す」という意味の動詞です。
top spot は「首位、首位の座」という意味です。スポーツニュースなどでよく出てくる表現ですね。
例：vie for a top spot「首位の座を争う」

among the world’s most expensive cities for expatriates で「海外駐在員（エクスパッツ）にとって世界で最もお金のかかる都市の中で」です。
the world’s most expensive cities で「世界一お金のかかる都市」です。
expatriate エクス[ペ]イトゥリアトゥは「国外居住者、海外駐在員」という意味です。
省略してexpats エクス[パ]ッツと言ったりもします。
例：expat family「海外駐在の家族」、street of the ex-pat area「外国人居住区の通り」

as the yen rose で「円が上がったために」です。
接続詞 as は「～につれて、～なので」という意味があります。

London fell out of the top 100 で「ロンドンがトップ100から脱落した」です。
fell は fall「落ちる」の過去形です。

after Brexit crushed the pound で「Brexit がポンドをぺしゃんこにさせた」です。
Brexit ブレクスィトゥは、イギリスのEC離脱のことです。British + Exit が繋がったものですね。
crush は「潰す、ぺしゃんこにする、壊滅さえる」という意味です。
